BLIND MURDER CASE OF PS KESHAV PURAM WORKED OUT BY DELHI POLICE

NEW DELHI : With the arrest of two accused persons namely, (1) Chhote Jamadar @ Arjun s/o Shri Mahender Jamadar r/o Village Bhatt Bigha, Post Office Kaba, PS Hilsa, Distt. Nalanda, Bihar (Age-32 yrs) and (2) Kamlesh Ram @ Mauga s/o Shri Yadu Ram r/o Village Bhatt Bigha, Post Office Kaba, PS Hilsa, Distt. Nalanda, Bihar (Age-36 yrs), team of PS Keshav Puram solved the blind murder case registered vide FIR No. 104/22 U/S 302/201 IPC PS Keshav Puram. The dead body was found in completely decomposed state and accused persons destroyed the evidences & went to Bihar, it took nearly a month to establish the identity of deceased.

On 16.01.2022, an unidentified dead body in a decomposed state was found lying in the DSIDC, Lawrence Road, Ganda Nala in the area of Police Station Keshav Puram, Delhi. The dead body was taken out from ganda nala and it was completely in decomposed state & no identity could be established except scar marks & a tattoo on hand. On preliminary inspection, the hands of the dead body were found tied with a scarf and the other part of the scarf was also found wrapped around its neck. Prima facie, age was presumed to be of 35 years and during medical examination, doctor opined time of death to be of 3-4 days ago. Efforts were made to identify the deceased. From the circumstances, it was observed that some unknown person(s) have killed him and they dumped it in the drain.
Accordingly, a case vide FIR No. 104/22 dated 16.01.2022 U/s 302/201 IPC was registered in PS Keshav Puram and investigation of the case was taken up.

Considering the gravity of offence & nature of incident, a dedicated team led by Insp. Sanjay Rawat, SHO/ PS Keshav Puram, comprising of Insp. Mahesh, Insp. Bhupendra, SI Sunil, Ct. Kamal, Ct. Jitender & Ct. Dayaram was constituted under the close supervision of Dr. Garima Tiwari, ACP/ Ashok Vihar and overall supervision of the undersigned. The team was briefed properly to nab the culprits and solve the case at the earliest.
During the investigation of the case, efforts were made to establish identity of the dead body and door to door interrogation was carried out in all the factories located in Lawrence road, as it is an industrial area. Notices alongwith photographs were circulated in other police stations also and pasted at public places, to get any clue about the identity of the deceased. The photograph of the dead body was also telecasted in the local TV Channels and shared in all whatsapp groups of RWAs/ MWAs. But no clue was found. Police staff hired e-rickshaws and after pasting photographs of deceased, started making announcements in the locality as well as in the adjoining areas. On listening these announcements, some persons contacted local police and doubted that deceased person might be their relative, whom they are searching as he was also not found since a month. As dead body was completely decomposed, it could not be identified by photographs. Dead body was shown to them in the mortuary and they were able to identify him with the help of a ‘om’ tattoo mark on hand.
Police team was continuously making efforts and it took near a month to establish the identity of deceased and finally, he was identified as “Bipin Bindh S/o Suresh Bindh R/o Village Chistipur, Distt. Nalanda, Bihar (Age-32 Yrs)”, who worked as rag picker in the area of Karol Bagh. During enquiry, it was found that the deceased had a quarrel with two other rag pickers in Karol Bagh area and they had gone to Bihar after their quarrel.
Police team went to District Nalanda, Bihar and interrogated in many adjoining areas near to the village of deceased. Some of them who knew the accused persons kept misleading the police team.
After some days, based on the inputs and technical surveillance, it was found that two persons who had a quarrel with the deceased, have came to Jhuggis in Transport Nagar, Punjabi Bagh. Accordingly, raid was conducted and they were nabbed while hiding there. They were identified as (1) Chhote Jamadar @ Arjun s/o Shri Mahender Jamadar r/o Village Bhatt Bigha, Post Office Kaba, PS Hilsa, Distt. Nalanda, Bihar (Age-32 yrs) and (2) Kamlesh Ram @ Mauga s/o Shri Yadu Ram r/o Village Bhatt Bigha, Post Office Kaba, PS Hilsa, Distt. Nalanda, Bihar (Age-36 yrs).
During their sustained interrogation, they disclosed that they had a quarrel with deceased Bipin on 10.1.22 in the Karol Bagh area and they wanted to take revenge. On the same day, when they found deceased in a drunken state, they took him to Lawrence Road via Punjabi Bagh in an auto. They first murdered him by choking his neck by using scarf & after tying his hands, they threw him in Ganda nala. After that, they fled away to Bihar.
They were unemployed and came to Delhi 10-12 years ago & started working as rag-pickers in the area of Karol Bagh. Deceased and accused persons knew each other since many years, as they were from same district in Bihar.
